9.10 Under my oversight Krishna speaks
मयाऽध्यक्षेण प्रकृतिः सूयते सचराचरम्
हेतुनाऽनेन कौन्तेय जगद्विपरिवर्तते
mayādhyakṣheṇa prakṛitiḥ sūyate sa-charācharam
hetunānena kaunteya jagad viparivartate
Under my oversight, nature brings forth all that moves and does not move. By this cause, son of Kunti, the world turns.
Explanation
Oversight, and nature does the work.
Under his supervision, nature brings forth all that moves and does not move.
Consistent with 5.14 and 13.21: the doing belongs to nature. His role is stated as adhyakṣa, one who watches over — closer to 13.23's one who permits than to a maker.
