18.67 Not to be spoken to everyone Krishna speaks
इदं ते नातपस्काय नाभक्ताय कदाचन
न चाशुश्रूषवे वाच्यं न च मां योऽभ्यसूयति
idaṁ te nātapaskyāya nābhaktāya kadāchana
na chāśhuśhruṣhave vāchyaṁ na cha māṁ yo ‘bhyasūtayi
This is never to be spoken by you to one without austerity, without devotion, unwilling to hear, or who speaks ill of me.

Not to be spoken to everyone.
Not to one without austerity, without devotion, unwilling to hear, or who speaks ill of him.
The fourth condition is the one that recurs — anasūyave, without carping, was the qualification at 9.1 and 3.31. What disqualifies is never ignorance; it is contempt.
