16.20 Down to the lowest state Krishna speaks

असुरीं योनिमापन्ना मूढा जन्मनि जन्मनि
मामप्राप्यैव कौन्तेय ततो यान्त्यधमां गतिम्

āsurīṁ yonim āpannā mūḍhā janmani janmani
mām aprāpyaiva kaunteya tato yānty adhamāṁ gatim

Falling into such wombs, the deluded do not reach me, birth after birth, Arjuna, and go down to the lowest state.

Explanation

Birth after birth, not reaching.

The passage closes on the mechanism rather than on a sentence: falling into such wombs, the deluded do not reach him, and go down.

Read with 16.19, what is being described is self-perpetuating — a nature producing conditions that reproduce the nature. Which is what makes the next verse so abrupt a relief.
