tiṣhṭhati — can remain
No one can stay for even a moment without acting. Everyone is made to act by the strands of nature, whether they will it or not.

सर्वतः पाणिपादं तत्सर्वतोऽक्षिशिरोमुखम्
tiṣhṭhati — exists
Hands and feet everywhere, eyes, heads and faces everywhere, hearing everywhere — it stands enclosing everything in the world.
- 18.61
ईश्वरः सर्वभूतानां हृद्देशेऽर्जुन तिष्ठति
tiṣhṭhati — dwells
The lord dwells in the hearts of all beings, Arjuna, and by his power turns them about, as though mounted on a wheel.
